Pagero was acquired by Thomson Reuters, and its UAE entity, Pagero Gulf FZ-LLC, was pre-approved as an ASP under that lineage. This background makes Pagero a natural fit for multinational businesses that already use the Peppol network elsewhere and want continuity across jurisdictions.
SAP Middle East & North Africa LLC became the first ERP provider pre-approved by the Ministry of Finance as an e-invoicing service provider — a genuine exception to the usual rule that ERP systems are not themselves Accredited Service Providers. SAP's offering connects invoicing processes inside SAP ERP environments directly to the UAE's e-invoicing framework, giving businesses already running SAP a compliance path built into their existing system rather than a separate third-party platform to manage. This is specific to SAP; other major ERPs, including Oracle, do not currently hold ASP status of their own.
